The notes from the Life Application Bible were in reference to the New Living Translation of the verse which says "Temple":

37 We will store the produce in the storerooms of the Temple of our God. We will bring the best of our flour and other grain offerings, the best of our fruit, and the best of our new wine and olive oil. And we promise to bring to the Levites a tenth of everything our land produces, for it is the Levites who collect the tithes in all our rural towns.

Please READ thd verse you aquoted.
Lev 10:37b "...and to bring the tithes of our land to the Levites, for the Levites should receive the tithes in all our farming communities."
The people brought the Levitical tithe TO THE LEVIICAL CITIES and not to the Temple!!! It was the responsibility of the Levities and priests to normally bring that portion of the tithe they needed to the Temple as they ministered. That is why Mal 3:10 is interpreted wrong!
Because of what the Bible teaches about the Levitical cities and the 24 courses of Levites adn priests, 98% of thsoe the tithe was legislated to feed were not at teh Temple most of the time. They were herding, farming and learning skills for use at the Temple.
